The Bangsamoro Development Agency (BDA) seeks to contribute in rehabilitation and development of conflict-affected areas in the Bangsamoro Autonomous Region in Muslim Mindanao. In 2013, BDA began efforts to improve its monitoring and evaluation (M&E) processes with mobile data collection with support from the European Union (Philippines). M&E staff from the central and regional offices underwent hands-on training on mobile data collection, data cleaning, data processing and data visualization with graphs, charts and maps. Using open source and free software. Data collection forms were reviewed and improved while recommendations for improving attendant processes and policies were also made. In the same year, assistance was also provided to organize its communications group, develop its first website and set up its Facebook page.

In 2015, a refresher course was conducted on the broader application of ICTs in results-based M&E.

BDA first met Victor in 2013 through the EU led IMT-HRDC. The intent was to help the agency enhance its M&E tool using a digital platform. The agency needed more than the an M&E tool because, as the development arm of the Moro Islamic Liberation Front (MILF), it shall inform its stakeholders both local and international with regard to its key accomplishments, previous works and priorities wherein its stakeholders must know to ensure smooth collaboration and cooperation to create an environment conducive for the peace process and to facilitate the delivery of basic services in the conflict-affected areas in Mindanao. Victor is considered already as a member of the BDA family because of his great contribution to the agency's institutionalization goal through the digital platform. BDA is always counting on Victor as it continues its journey in the Bangsamoro.

Vic greatly contributed in improving BDA’s Monitoring and Evaluation System by integrating ICT in its M&E processes. Also, he helped enhance the skills of BDA’s M&E staff to better collect, manage, analyze and visualize data using a variety of tech tools.
